SCHEDULE

Regular Full-Time Position (Day)
Must be available Monday to Friday, 8:00am to 4:30 pm. Must be available as needed for operational calls.
Must be flexible with schedule changes to meet operational needs.

 

HIRING RANGE

$96,000 to $123,320.00 annual salary
Actual pay commensurate with experience

Eligible for Sign-on Bonus

 

JOB SUMMARY

  1. Provides leadership by planning, organizing, and directing operational activities of the hospital laboratory to support the company mission and vision, and meet strategic goals.

1.1.   Ensures compliance with all regulatory and accreditation requirements.

1.2.   Directs supervisory staff.

1.3.   Directs the development and implementation of operational policies and procedures.

1.4.   Manages people resources.

1.5.   Manages financial resources.

1.6.   Manages continuous quality improvements.

  1. Works with Laboratory Director and Hospital Administration to ensure service levels meet the needs of the hospital staff and patients.
  2. May be responsible for Decentralized Laboratory Testing (DLT).  
  3. Represents management and the company.

DUTIES AND RESPONSIBILITIES

  1. Directs supervisory staff by setting priorities, assigning responsibilities, and establishing objectives to meet company requirements and customer service goals.

1.1. Evaluates performance of department in relation to established goals using appropriate data and personal observation.

1.2. Ensures documentation for all departmental activities meet established requirements.

1.3. Develops standards of quality, productivity, and performance with VP and Laboratory Director.

1.4. Develops, implements, and monitors appropriate audit systems to ensure accuracy, validity, and confidentiality of departmental processes, as assigned.

1.5.   Delegates responsibility and authority appropriately.

1.6.   Directs the development and implementation of operational policies and procedures.

1.7. Communicates relevant information to team members, VP, Laboratory Director and other appropriate people in a timely and appropriate manner.

1.7.1. Prepares reports and documents for VP, Laboratory Director and other relevant people.

1.8.   Investigates and addresses incidents involving patients, employees, clients, visitors.

1.8.1. Handles situation using appropriate company policy or procedure.

1.8.2. Consults VP, Laboratory Director or other appropriate resource.

1.9.   Assists internal and external customers with questions, concerns, problems, etc.

1.10. Oversees procurement and maintenance of facilities and equipment.

1.11. Develops, promotes, and maintains a positive work climate and effective working relationships.

1.11.1. Develops and maintains effective working relationship with the laboratory sections and with other departments within the hospital/medical group.

1.12. Represents the laboratory in interactions with other departments within the hospital/medical group and members of the health care team. Coordinates the functions of the entire laboratory with other institutional departments.

  1. Ensures operations of department meet State, Federal, and other regulatory and accreditation requirements, as applicable.

2.1. Ensures the availability of technical supervision in accordance with regulatory agencies.

2.2. Ensures quality control/assurance programs meet state, federal, and other regulatory requirements.

2.3. May serve as General Supervisor, Technical Consultant and/or Technical Supervisor to meet CLIA requirements. Refer to Laboratory Personnel and Licensure Requirements policy (QI-11-PER-01) for performance assessment and regulatory responsibilities.

  1. Develops and implements plans regarding strategy and new business development in coordination with other departments.
  2. Manages people resources.

4.1. Develops and implements a system to monitor productivity factors and to evaluate staffing levels.

4.2. Oversees recruitment and hiring of qualified staff.

4.3. Oversees training, development, and performance appraisal of personnel.

4.4. Approves all hires, transfers, promotions, and terminations.

4.5. Consults with the Laboratory Director as appropriate.

4.6. Consults with Human Resources as appropriate.

  1. Manages financial resources.

5.1.   Prepares budgets for capital expenditures and operating expenses.

5.2.   Projects future needs for services, space, equipment, supplies, and personnel.

5.3. Develops, implements, and monitors a system for budget compliance, controlling expenditures, and activities in relation to budgetary goals and strategic plans.

5.4.   Obtains approval of Hospital management and Laboratory Director, as appropriate.

  1. Keeps abreast of changes in industry.

6.1.   Reviews and approves recommendations submitted by supervisory staff.

6.2.   Implements changes as necessary.

6.3.   Advises VP and Laboratory Director of significant changes.

  1. Participates in appropriate professional society(ies).
  2. Manages continuous quality improvement.

8.1. Develops and implements new approaches, policies, and procedures to effect continual improvements in quality and customer service.

8.2.   Analyzes appropriate data and information prior to decisions and implementation of changes.

  1. Establishes and maintains good public relations for the laboratory with institutions, community, and media.
  2. Participates in meetings and projects.

10.1. Participates in, leads, and facilitates administrative, managerial, and technical meetings and projects involving internal and external stakeholders.

10.2. Manages projects utilizing Project Management and PDSA guidelines.

  1. Maintains attendance as scheduled/assigned, consistent with DLS policies and procedures.
  2. Identifies and analyzes problems; makes decisions and takes appropriate action(s).
  3. Ensures working environment that provides maximum safety and health and encourages safety awareness among employees.

13.1. Ensures compliance with safety, health and environmental policies

13.2. Reports unsafe work conditions, injuries/illnesses, and incidents in a timely and proper manner.

  • Manages the morgue duties/operations provided by the laboratory and creates the plan to provide services for 24/hour, 7 days/week, 365 days/year.
  • Ensures all procedures & regulatory requirements for handling of bodies related to morgue duties and met.
  • Develops and ensures documentation and log process of bodies.
  • Creates operational training and guidelines for all staff performing morgue duties.
  • Performs morgue duties as needed.
  1. Performs other duties as required.

  • Requires talking and hearing up to 8 hours on a continual basis.
  • Able to stand, sit or type/key up to four (4) hours continuously.
  • Able to walk, bend or climb stairs up to two (2) hours intermittently.
  • Able to lift, carry, push or pull supplies or equipment weighing up to thirty five (35) pounds on an occasionally.           
  • Able to wear of personal protective equipment (PPE) such as, but not limited to, lab coats, gloves, eye protection, face shields and face masks.
  • Requires air and/or ground travel occasionally.

Typical Working Conditions:

  • Work environment includes conditions common to a hospital/laboratory environment, including working directly with bio-hazardous materials, potentially hazardous chemicals, and/or patients with communicable diseases. Potential for inadvertent skin, eye, mucous membrane, or parenteral contact with blood or other potentially infectious materials.
  • Generally works in an indoor, air-conditioned area.

 

QUALIFICATIONS

Education:

Required:

  • Bachelor’s degree in a chemical, physical, biological or clinical laboratory science or medical technology from an accredited college or university.

Experience:

Required:

  • At least seven (7) years experience as a Medical Technologist, Clinical Laboratory Scientist or Medical Laboratory Technician. Four (4) years of which must be in a full service hospital or reference laboratory.
  • At least three (3) years of management experience.

Preferred:

  • One (1) year of experience or supervision of Blood Bank.

Certification:

Required:

  • Certified as a Medical Technologist (MT), Medical Laboratory Scientist (MLS), Medical Laboratory Technician (MLT), Technologist or Specialist in the assigned/responsible laboratory discipline by an agency recognized by the Hawaii Department of Health State Laboratories Division.

Licensure:

Required:

  • Hawaii State license as a Technologist or Technician.

Skills:

Required:

  • Ability to communicate effectively in English, both in verbal and written form.
  • Effective coaching skills.
  • Effective decision making and judgement.
  • Proficient in Microsoft Office Suite of applications or similar software.
  • Knowledge of quality assurance practices and procedures.
  • Proven ability to problem solve/troubleshoot and provide solutions. Familiar working with a Laboratory Information System (LIS).

Other Qualifications:

As applicable:

  • If position requires bench coverage in the Blood Bank department, a Hawaii State license as a Technologist is required unless otherwise approved by the Laboratory Director.
